FAQ

1. About Crystal Park

1.1 What School District is Crystal Park located in?

School District 14 - Manitou Springs. The elementary, middle and high schools are all close together in town which is about 2 mile from Park gate. Elementary school students have bus service from the bus stop at the gate. See the link to Manitou Springs District 14 in the “Links” section for more information.

1.2 What Recreation Facilities does Crystal Park offer?

The community’s recreation facilities include a stocked trout pond, basketball, sand volleyball, tennis, miles of hiking trails and clubhouse that is used for large parties.

1.3 What are the Homeowners Association dues?

The association fees are on a two tier system. If you own an undeveloped building site they are $105 per month, once you develop the site the fees go to $125 per month. Those fees include road maintenance, (snow removal, grading for the unpaved roads and repairs to all roads in the community). The main access is paved.  Since all the roads are private, road maintenance is the largest line item in the expense budget. Other expenses include the employees, insurance, trash and equipment owned by the community. All the books are open so we can provide you with the past and current budgets.

1.4 When do I receive a Deed for my Crystal Park Lot?

The homeowners Association will issue a deed for the property when a well is drilled, soils tests are completed and building plans are approved. The actual building permit does not have to be issued. The documents state that the building permits are required to issue a deed but the community recognizes that this is not always practical. You can verify this by talking to the Crystal Park management. Bargain and Sale Deeds are issued by the Association when the property is originally deeded to a member. The title company then issues a general warranty deed. You will have a general warranty deed.

2. Building a Home in Crystal Park

2.1 What are the building requirements?

Building requirements include at least 1,000 finished square foot with a kitchen and one bathroom. Most homes far exceed that amount but the purpose for the smaller size is to accommodate those who wish to build a part time cabin. Mobile or modular homes are not permitted. Exterior colors must be earth tones and approved by an Architectural and Site committee. The committee approves the placement of the home so that it does not block the view of another home. The minimum separation between structures in every direction is 100 feet. Once construction begins you have twelve months to complete the exterior.

2.2 Is there a time limit to finish building my house?

Once construction begins, you have twelve months to complete the exterior. The exterior building clock starts when the foundation is excavated.

2.3 Can I change my building plans once approved?

Crystal Park members can change approved plans by resubmitting the changes to the community and to the El Paso County regional building department and as long as the new plan meets the requirements for building i.e.: colors, height, materials, separation of structures you will have no problems.

2.4 What is the water source for Crystal Park homes?

Water is provided by a private water wells. Each site has the right to drill a well. The water quantity and quality is excellent. Once water is obtained you DO NOT pay for its use. The water is for indoor use only but because all the vegetation is natural there are no lawns to water. The average cost to drill an average well is approximately $5,000. Several of the sites we have listed have the wells in place.

Although these are privately owned wells the state requires that meters be installed so that total consumption is monitored. We are permitted for indoor use only. If a resident was to use mass amounts of water there would be a means for tracking that usage.

2.5 Are there Tap Fees?

There is NO tap fee for the water or power. Many of the lots have the power to the lot line and if they don't, a cost estimate can be obtained prior to an offer.

2.6 What about sewage? 

Sewage is handled with a septic system. The soils are mostly decomposed granite which is good draining, stable and non-expansive. There are no mine shafts or landslides in this area.

3. Living in Crystal Park

3.1 May I operate a business from my home in Crystal Park?

No business which requires a business license and/or permit to operate from a residence, according to the requirements of El Paso County, shall be allowed to operate within Crystal Park.

3.2 Are there restrictions to leasing my home in Crystal Park?

Yes, you may lease your residence. A minimum length of lease is three months. The Member shall be responsible for all actions of its tenants. The tenants are subject to all the rules, regulations and other requirements of the Park. The tenant is not a Member of the Park. Member rights except for voting privileges go with the lease.

3.3 Can I build a fence around my site?

Perimeter fencing of all sites is not permitted. Only those fences required for animal control and approved by the Architectural Committee and the Board of Directors shall be permitted.

3.4 Are there restrictions regarding parking a recreational vehicle on my property?

You can park your RV as long as it is on your deeded site. RV's can not be occupied. In no case may any type of recreational vehicle be stored or parked on any road, access road, common area or unimproved site within the Association.

3.5 Does Crystal Park allow horses?

No horses, livestock or poultry can be boarded or maintained in Crystal Park. Residents may keep dogs, cats or other animals which are bona fide household pets so long as such pets are not kept for commercial purposes and are kept on leashes or confined.

3.6 Is hunting allowed in Crystal Park?

Hunting, or the use of firearms, pellet-type guns, or other lethal weapons on Association grounds is not allowed.
